Sir,
I have the honour to acknowledge receipt of your
letters No. 1938/1919 dated 7.5.19 and 11.5.19. It is regretted that we have no authority by which the sum of 8228.71 advanced to the Reverend C. E. Swinnerton by the Hongkong Goverment, can be refunded by us.
The Reverend C. E. Swinnerton informed the
General Officer Commanding that all costs of his passage home would be borne by him, and he was advised to claim the refund of the passage money from the War Office if appointed
to an Officer Cadet Unit.
No request was made to the Government of Hongkong to advance the sum in question.
